Design of piled foundations to resist wind and NHL

Question. Is it necessary to design piled foundations to resist wind and Notional Horizontal loads (NHL)?

For concrete structures nothing was explicitly stated either in the now withdrawn and superceded codes BS 8110 Structural use of concrete or BS 8004 Code of practice for foundations.

With BS 8110 it was traditional to take either wind load or the notional horizontal load and whichever caused the greatest effect would become the critical design case for the frame and foundation.

The current Eurocode 2 (BS EN 1992) it is quite clear that wind loads and notional horizontal loads have to be added together.
